An activity licence (tegevusluba) is a state licence issued by the Estonian Health Board (Terviseamet) for providing healthcare services. In the beauty field it is mandatory for every medical procedure: botulinum toxin and dermal filler injections, mesotherapy, biorevitalisation, medical laser treatments and cosmetic surgery. The licence carries a number in the form L00000 (for example L05171) and is tied to a specific legal entity and place of business; it also requires that procedures are performed by a doctor or nurse listed in the national register of healthcare professionals. Anyone can check a licence's validity in the Health Board's MEDRE register (medre.tehik.ee) by company name, registry code or licence number.
